On January 14, 2021, the Prime Minister of Japan, Yoshihide Suga, officially extended a state of emergency to seven additional prefectures amid a surge in COVID-19 cases. This decision followed the declaration of a similar state of emergency in the Tokyo metropolitan area just a week prior, on January 7, 2021.
The state of emergency was initially declared in Tokyo and three neighboring prefectures, namely Saitama, Chiba, and Kanagawa, as efforts to combat a rapid increase in coronavirus infections intensified. The expansion on January 14 brought the total number of prefectures under emergency measures to 11, encompassing Osaka, Kyoto, Hyogo, Fukuoka, Aichi, Gifu, and Tochigi.
The emergency declaration empowered local authorities to implement various measures aimed at reducing person-to-person contact by 70 percent. These included urging residents to avoid non-essential outings, encouraging remote work, and requesting that dining establishments close by 8 p.m. The measures did not involve stricter lockdowns seen in some other countries but relied on voluntary cooperation from residents and businesses.
The decision to extend the state of emergency reflected the Japanese government’s urgency in curbing infection rates before they overwhelmed the healthcare system. This step was critical ahead of the upcoming Tokyo Olympics scheduled for later in 2021. The state of emergency measures were designed to slow transmission rates and protect critical medical infrastructure, while balancing the economic impact on businesses and individuals.
Yoshihide Suga faced his first major public health challenge since taking office in September 2020, navigating the pandemic’s complex public health and economic impacts. The handling of the COVID-19 situation had significant implications for his administration’s approval ratings and Japan’s preparedness efforts going forward. The state of emergency was a key moment in Japan’s ongoing battle against COVID-19, illustrating the delicate balance governments worldwide needed to strike between public health and economic sustainability.
